です。

「第4引用例の特性を徐々に変更している点を参照。」という一文を英訳するなら、

It should be referred to that in Cited Document 4, the property is gradually altered

よりも、

Reference is made to the fact that in cited Document 4 a property (or 「characteristic」) is gradually altered.

とした方がはるかに正確かつ自然です。
