です。この英訳における「whenever」は時を表す接続詞で、「every time that」という意味です。この種の文では、日本語だと過去時制が使われますが、英語では現在時制が適切です。

「月曜日が祝日のとき」という一節を英語で表せば、通常は「when (あるいは「whenever」) Mondays fall on a National Holiday」です。

「同活動では、世界トップシェアへの可能性を多面的に検討した上で、8商品を重点商品に選定した。」

この一文に対する適訳は、

でしょう。この翻訳で難しいのは、「検討した上で」をどう処理するかです。

よりも、

の方が正確です。
