ではなく、

this phenomenon is conspicuous、

または

が適切です。

「著しく大量な物品」に相当する英語表現は、「excessive amounts of goods」が妥当であり、「any goods in excessively many」では決してありません。

「目を引く場所」は、「eye-catching location」よりも「a conspicuous location」の方が使用頻度が高く、表現としても自然です。

「AとBとは使用開始状態において係合しており」という一節を英訳するなら、

A and B are engaged in situations where use is started

ではなく、

in situations prevailing at times that use is started, A and B are engaged

です。
