が適切です。「Japan-centric」という英語表現は「国内中心」の意味合いを効果的に伝えますが、さらに原文に忠実に英訳したいのならば、

There had been a significant shift away from traditional business strategies that had essentially been domestically oriented towards global strategies, in which eyes were increasingly focused on the world at large.

が妥当です。ただし、後者の訳文では、文脈全体を通して「domestically」の意味を曖昧にしないことと、書き手が言及しているのが、他国ではなく、あくまでも日本であるということを明確にすることが必要です。

「日本のHCVキャリア150～200万ともいわれ、国内最大のウイルス感染症である。」という一文を英訳するなら、

The number of HCV carriers in Japan is given as 1.5 to 2 million and this disease represents the most common domestic infection.

ではなく、

The number of Hepatitis C Virus (HCV) is said to be between 1.5 million and 2 million, and domestically within Japan HCV constitutes the most common viral infection.

が適切です。英語の「domestic」は「家庭」に関わる場合に使われるのが通例であり、この例は、日本語の「国内最大」の意味を伝えるには全く別の表現が必要であることを示しています。

「国内外の多くの企業」に相当する英語表現は、

many enterprises, both inside and outside Japan

がおそらく最良でしょう。

「国の内外を問わず」なら、

both domestically and internationally

がおそらくベストです。文脈全体から、国外を強調する意図が示唆される場合には、

internationally as well as domestically
