「…を検討する」は、多くの場合、「examine the possibility that …」が適訳で、「examine whether … or …」ならさらに良いでしょう。

「外部で自己保持回路を組んでいただくか、制御電源が遮断されないようなシーケンス回路をご検討ください。」という一文であれば、

You are accordingly requested to review the use of external self-holding circuit or a sequence circuit in which the control power is not disconnected.

ではなく、

You are accordingly requested to examine ways of (あるいは「the potential for」) installing an external self-holding circuit or, alternatively, a sequence circuit in which the control power is not disconnected.

と訳した方が良いでしょう。この例文の場合、最初の訳文の「review the use of」という表現は、回路がすでに組まれていることを示唆しており、回路を組むかどうかを検討するよう勧めるという筆者の意図に反しています。この文の基本的な問題は、「ご検討ください」という日本語が、過去のことも未来のことも言及できる曖昧な表現であるということです。これに対し、「review」という英語には、過去を振り返るという含みがあります。「examine ways of」や「explore the possibility of」などは、通常、今後の取り組みについて実行できるかどうかを検討しているときに使用される表現です。
