が妥当です。

「ということで打ち上げておきます」という一節に対しては、

と訳すのが、意訳でありながらも有効です。

スピーチの一部である「順番に何を大事にしながらどうバランスを見てやっていくということで、こういうことを言っています。」という一文を英訳するなら、

It is important that we first settle on a list of priorities, and adopt a balanced approach to activities being planned. That, in a nutshell, is what I have come here today to tell you.

くらいが妥当でしょう。

スピーチにおける「こういうことで使われています」という一節であれば、

in this context, we are frankly ‘being used’

と訳せますが、もう少しくだけた感じにするなら、

in this context, we are frankly allowing ourselves to be taken for a ride

とするのが良いでしょう。

「強いものは強いもので治めていくわけです」という一節なら、

somebody who is strong is naturally strong, and goes onto the attack

と訳すのが適切です。
